The purpose of this position is to assist in planning, developing, implementing, coordinating, and supervising the operations of the Assessor’s Office. This class works independently, under limited supervision, reporting major activities through periodic meetings. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Performs complex assessment and appraisal work of farm, residential, commercial properties, and mobile homes to determine value through photographs, sketches, determination of grade of materials used and quality of workmanship as necessary, Updates and analyzes market values for use in determining property values; research deeds, plats, wills, and other legal documents to obtain property information. Receives and responds to inquiries, concerns, complaints, and requests for assistance from County personnel, elected officials and citizens regarding areas of responsibility. Provides a variety of information to the public regarding property appraisal procedures, policies, and methods; answers questions regarding assessments; and monitors and evaluates customer service. Associate’s degree in accounting, Paralegal Studies, Construction Management, Business Administration, and Public Administration. Four (4) years of progressively responsible appraisal experience or an equivalent combination of education, training, and experience. Requires South Carolina Mass Appraiser License, Certified Residential License, preferred. Must possess and maintain a valid state driver’s license with an acceptable driving history.
