The purpose of this position is to plan, organize, direct, and manage all aspects of purchasing/procurement operations to acquire commodities, services, and construction. This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials. Negotiates and provides contract administration and project management to ensure compliance with local, state, and federal mandates required for the governmental public procurement process. Conducts pre-bid conferences, bid opening, selection, and award; inclusive of all steps of project management from advertisement, solicitation, contract implementation to close out. Schedules, manages, and facilitates IFB, RFQ/RFP ranking process, inclusive of interviewing highest ranking contractor/vendor. Writes solicitations, specifications, contracts, policy, and procedures. Bachelor’s Degree in Public or Business Administration or related major preferred. Eight (8) years of governmental/municipal procurement experience or an equivalent combination of education, training and experience. Certified Professional Public Buyer and/or Certified Public Procurement Officer preferred. Must possess and maintain a valid state driver’s license with an acceptable driving history. Reports to the Deputy Administrator.
