GENERAL STATEMENT OF JOB
This position, under policy, directs, plans, coordinates, and supervises voter registration and conducts county, state, and federal elections for Clarendon County. Performs related administrative and supervisory work as required. Reports to the Board of Voter Registration and Elections of Clarendon County (BVR&ECC).
The individual in this position will manage, plan, and direct the activities of the BVR&ECC to ensure the proper administration and provision of secure, efficient, and effective voter and election services. The individual will plan and direct all voter registration functions; coordinate all elections in Clarendon County with the BVR&ECC to ensure secure, fair, and impartial elections; prepare and administer a department budget; supervise administrative staff, poll workers and volunteers; review the work performance of subordinates for completeness and accuracy; prepare election computer databases, tests, as well as program electronic equipment before elections; and provide general maintenance on electronic equipment.
The individual will work independently, under limited supervision, reporting major activities through periodic meetings with the BVR&ECC.
Duties and Major Job Responsibilities:
- Plan and manage the operation of the BVR&ECC ensuring compliance with all applicable laws, codes, regulations, and policies and procedures.
- Ensure the integrity and accuracy of all election activities and tabulations.
- Direct and supervise the duties of administrative staff and volunteers. Supervisory duties include coordinating activities and allocating personnel; selecting new employees; evaluating employee performance; acting on employee issues/problems and recommending appropriate personnel action; and recommending employee transfers, promotions, and salary increases.
- Coordinate election activities with the BVR&ECC, the State Election Commission, and local entities.
- Coordinate candidate filing procedures.
- Secure polling locations.
- Publish public notices.
- Administer filing records for candidates.
- Proof and print ballots.
- Recruit, train and supervise poll clerks and managers.
- Prepare, assemble and distribute election materials.
- Program and set up election machines.
- Collect and count ballots.
- Report ballot totals to appropriate authorities.
- Inspect and test election equipment to ensure proper working conditions prior to elections.
- Oversee the use and maintenance of all election equipment used in voter registration/election processes.
- Direct and participate as allowed in absentee registration and voting.
- Collect motor voter applications.
- Ensure the proper storage and security of all ballots.
- Plan and coordinate all voter registration procedures and sites in accordance with state and federal law.
- Plan and attend voter registration drives within the County.
- Stay updated on all laws and regulations affecting public elections and registration procedures.
- Prepare certified reports reflecting registration totals, voter registration statistics, party enrollment, official election totals for public offices, and forward to appropriate state, county, or other agencies.
- Communicate with candidates, media, political parties, elected officials, poll clerks, poll managers, subordinate workers, and the public regarding registration and election procedures and/or results.
- Acknowledge and respond to public inquiries in a timely manner.
- In conjunction with the BVR&ECC, develop and administer the department budget to ensure effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Provide administrative support to the BVR&ECC, as well as coordinate, attend, and participate in Board meetings.
- Perform routine administrative/clerical work as required, including preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, answering the telephone, ordering supplies, etc.
- Perform other duties as required by the BVR&ECC.
Education and Experience:
- Bachelor’s degree in public administration, business or a related field is preferred.
- 3+ years of general administrative experience and/or an equivalent combination of education, certifications, training, and experience that provides the required knowledge, skills, and abilities is preferred.
- Basic computer skills are essential such as Microsoft Office Skills, Word, Outlook (Email), Excel, Access, PowerPoint, etc.
- Must possess State Election Commission “Director Certification” or obtain same within eighteen months of becoming employed as Director.
- Must possess a valid state driver’s license.
- Must be able to lift up to 40 pounds, at times, and have the ability to operate and maneuver a variety of office equipment including but not limited to computers, typewriters, calculators, adding machines, copiers, fax machines, etc.
